Purchasing Thresholds

Purchases are subject to the following requirements established by Tampa Bay Water's board of directors. The Purchasing Department may competitively bid any request, regardless of dollar amount, when it best serves the Agency.

Procurement Method	Requirements	Procurement Thresholds
User purchase	No requirement (three quotes suggested)	Less Than $5,000
Small purchase	Two or more verbal quotations	$5,001 to $19,999
Formal quotation	Must be advertised by Purchasing. Specifications or a scope of work is required. Request for quote – three to five written quotes received through Purchasing	$20,000 to $34,999
Formal solicitation	Invitation to bid/request for proposals	$35,000 or more
