Located in northwestern Hillsborough County, the City of St. Petersburg’s Cosme Water Treatment Plant property is home to Tampa Bay Water’s Cosme-Odessa Wellfield.
Hillsborough County intends to widen and add storm sewer and sidewalks on North Mobley Road as part of a pedestrian safety and mobility enhancement project. Approximately 300 feet of Tampa Bay Water’s Cosme-Odessa Wellfield 24-inch collection main and fiber optic cable between wells 8 and 10 are in the area where the existing roadway is to be expanded. This project will reroute a section of the wellfield collection main and fiber optic line to alleviate any conflict during construction for the county’s project.
This project will eliminate the current utility conflict with Hillsborough County’s project and will maintain the reliability of the wellfield collection system.
The total budget for design and construction is approximately $2.2 million.
Construction is anticipated to begin based on Hillsborough County’s property acquisition, tentatively in summer 2028 and be completed by mid- to late early 2029.
This project is anticipated to be executed simultaneously with Hillsborough County’s project to widen and improve North Mobley Road near Walker Middle Magnet School. Residents can expect lane closures, detours and noise associated with construction.
