Evaluating Projects

Potential projects will be evaluated using the following detailed criteria, which are based upon Master Water Plan goals approved by Tampa Bay Water’s board of directors:

  • Environmental stewardship
  • Project costs
  • Reliability

Project concepts will be evaluated in detail and the top-ranked projects will be recommended for board approval in late 2018. Approved project(s) will be pursued as the region’s next drinking water supply.


Environmental Stewardship

Includes local/federal/state permitting, sustainability, carbon footprint and public acceptance


Project costs

Includes capital costs, property acquisition, operations and maintenance, life cycle costs and the ability to build the project in increments



Includes resiliency, emergency condition benefits, vulnerability, proven technology/application, regional system operational impacts, institutional factors and risk factors
