Gulf Coast Desalination Project Schedule

April 17, 2000   Tampa Bay Water's Board of Directors authorized PB Water to conduct a siting/feasibility study for developing a seawater desalination site along the coast of the Gulf of Mexico or on Tampa Bay within Pasco or Pinellas counties.
April 17, 2000 Draft of feasibility study results presented to Board
June 11, 2001 Board approved components of System Configuration II/III of the Master Water Plan, including 25 million gallons per day (mgd) seawater desalination plant along the coast of the Gulf of Mexico in Pinellas or Pasco County.
July 9, 2001 Board awarded engineering services agreement to PB Water for siting, procuring and developing the plant.
July 24, 2001 Feasibility Study Finalized
3rd Quarter 2001
  • Briefings of government officials, environmental groups, local business/civic groups begain in August and continue throughout the project.
  • Began public information activities that continue throughout the project.
  • Began site selection process.
4th Quarter 2001
  • Determined procurement strategy as to whether Tampa Bay Water will own the plant and solicit a private firm to design, build and operate it or if a private company will own the plant and sell water to the agency. (The plant will be developed on a design-build-operate (DBO) basis.)
  • Initiated ecological and water quality monitoring in Anclote Anchorage.
  • Public input on siting criteria solicited.
1st Quarter 2002
  • Solicit public input on top-ranked sites
  • Present top-ranked sites to Tampa Bay Water Board of Directors
February 25, 2002 Tampa Bay Water's Board of Directors approved site ranking
1st Quarter 2002 Plant site lease negotiations began
2nd Quarter 2002 Began site-specific environmental studies and plant basis of design report (BODR).
4th Quarter 2003
  • Complete environmental studies.
  • Begin pilot testing
  • Make recommendation on nearshore/offshore concentrate discharge options and board decision on project capacity and timeline.
If this project is selected as part of the next group of Master Water Plan projects to be developed, the following schedule will apply.
1st Quarter 2004   Complete water pipeline rout analysis. Issue request for qualifications (RFQ) for design-build-operate (DBO) services on desalination facilities.
2nd Quarter 2004
  • Tampa Bay Water's board to pre-qualify DBO teams.
  • Conduct public information efforts on pipeline route
3rd Quarter 2004 Pre-qualified DBO teams to begin their pilot testing
4th Quarter 2004 Submit NPDES permit application to Florida Department of Environmental Protection (FDEP).
3rd Quarter 2005 Tampa Bay Water to issue Request for Proposals (RFP) to pre-qualified DBO teams
4th Quarter 2005
  • Evaluate proposals from DBO Teams
  • Complete design for product water transmission system
  • FDEP issues notice of intent to issues NPDES permit
1st Quarter 2006 Tampa Bay Water to select top DBO proposal.
2nd Quarter 2006
  • Tampa Bay Water to approve DBO contract
  • Receive bids on product water transmission system
4th Quarter 2006
  • Desalination plant design and development begins
  • Tampa Bay Water hires contractor for product water transmission system installation
1st Quarter 2007

Issue notice to proceed on product water transmission system

2nd Quarter 2007
  • Desalination plant design complete
  • Projected construction start for desalination facilities
1st Quarter 2009 Product water treansmission system construction complete
2nd Quarter 2009 Project desalination plant completion; water production begins.
